Yes, you can request the Library to borrow the book for you through the Interlibrary Loan (ILL) service. You should go to the ILL Request a Book or Book Chapter page:

Fill out that form as completely as possible with:

  • Title "Designing and Constructing Instruments for Social Research and Evaluation"

and so forth.
